Irish Constitution Bill — In Committee — Irish People in Control

The Committee of the Constitution Bill was entered upon when Dail Eireann reassembled at Leinster House.

The first ten articles of the Constitution were passed, amendments being accepted in some instances.

Article I, declaring the Irish Free State to be a co—equal member of the British Commonwealth, was passed without alteration.

Article 3, dealing with citizenship, was amended, and the portion reading "men and women have equal rights as citizens," was made a separate article, the word "political being inserted before "rights." Article 7, declaring the liberty of the person to be inviolable was amended by the addition of the words "In" "in time of peace".

When Article 11, which safeguards the rights of the state to national resources, came up for discussion, Mr Kevin O'Higgins said they were not absolutely satisfied with it as it is in an amended form later.
